Not necessarily. You can create your designs without an account, however if you wish to send test-emails then you have to sign up.
To ensure that the emails are sent to the intended address and to avoid any misuse and abuse.
The token system is use to limit the user on sending test email for a day.
The tokens will be reset to 0 after 24 hours, after which you can send emails again. It may change in future updates.
